Why do we exist?
PHILLIPS provides services for children and youth with severe emotional, behavioral and learning disabilities including education, foster care and home-based services. These are children at risk of out of home placement and for whom there are no appropriate public school classrooms.
What have you accomplished?
PHILLIPS now serves over 350 children and families in the Baltimore/Washington metropolitan area. We daily change the lives of children and their families for whom there has been little hope of success. Many of the day school students go onto public school classrooms, vocational training, and some to secondary eduction. Home-based services provides support to families allowing children at risk to stay in their communities and with their family. Therapeutic foster care program provides specially trained foster care parents to children with disabilities in a home setting.
